And there came one of the seven angels that had the seven bowls, and spake with me, saying, Come hither, I will show thee the judgment of the great harlot that sitteth upon many waters; (2) with whom the kings of the earth committed fornication, and they that dwell in the earth were made drunken with the wine of her fornication.

Babylon is carried by the beast (the last 8th King who was, is not, and about to come) is the Agent of Satan who gives him his throne, his given power, and great authority. In other words, Satan is in control of Babylon no matter how innocent its leader is with his two horns like a lamb (Revelation 13:11).

(4) And the woman was arrayed in purple and scarlet, and decked with gold and precious stone and pearls, having in her hand a golden cup full of abominations, even the unclean things of her fornication,

We read that the beast out of the sea is the enabler of the first beast because he caused to be made the image of the first beast.
Both the image of the first beast and the current beast (the 8th king) can speak. The beast out of the earth speaks like a dragon (Satan). The dragon speaks against God (thou shall not die, et cetera) which is blasphemy.
Both beast and woman speak blasphemy.
Thus, it is a doctrinal war we have to wage against the protagonists of Satan. Keep commandments of God and faith of Jesus.
